Connecticut became one of the first East Coast states to launch licensed cannabis delivery, and the legislature built in a rule that makes the service uniquely powerful: municipalities cannot prohibit delivery. Even wealthy towns that banned dispensaries — Greenwich, Darien, Westport, New Canaan, Ridgefield — must allow licensed delivery services to operate. For residents of opt-out communities, delivery is the only way to purchase cannabis without leaving town.
Green Coach Delivery

| Founder | Jack Cochran (social equity licensee from New London) |
| Hours | 10:00 AM – 7:30 PM daily |
| Minimum Order | $75 |
| Coverage | Statewide — all 169 municipalities |
Green Coach Delivery made history as Connecticut's first licensed cannabis delivery service when it launched in June 2023, just five months after the recreational market opened. Founder Jack Cochran is a social equity licensee from New London, making Green Coach a homegrown Connecticut business built on the equity program the state designed to address the disproportionate impact of cannabis prohibition.
The $75 minimum order keeps operations efficient and covers delivery costs. For context, that is roughly the cost of an eighth plus an edible — easily met by most customers.
Green Coach Delivery is a social equity success story. Founder Jack Cochran from New London launched Connecticut's first delivery license, proving the equity program can create real businesses that serve every corner of the state.

How Delivery Works
- Browse and order online: Visit the delivery service's website to view available products and place your order.
- Schedule delivery: Choose a delivery window. Same-day delivery is typically available if you order early enough.
- ID verification at the door: When the driver arrives, you must present a valid photo ID proving you are 21+. No exceptions — someone meeting the age requirement must be present to accept the order.
- Payment: Cash is universally accepted. Some services accept debit or digital payment methods.
- Receive your order: Products arrive in sealed, child-resistant packaging.
The Municipal Delivery Rule
Connecticut's delivery law is one of the strongest in the nation. Key provisions:
- No municipal opt-out for delivery — Towns can ban retail dispensaries but cannot ban delivery. This was a deliberate legislative choice to ensure statewide access.
- All 169 municipalities covered — Every town, city, and borough in Connecticut is reachable by licensed delivery.
- Social equity priority — Delivery licenses were prioritized for equity applicants as part of Connecticut's 50% equity set-aside.
- Private address only — Delivery must be to a private address (home, apartment, hotel). No delivery to parks, parking lots, or public spaces.
Delivery vs. In-Store
| Factor | In-Store | Delivery |
|---|---|---|
| Speed | Immediate (walk in and out) | 1–3 hour delivery window |
| Selection | Full menu, browse in person | Online menu, may be more limited |
| Budtender guidance | Face-to-face recommendations | Phone/chat support |
| Convenience | Requires travel | Comes to your door |
| Opt-out towns | Must drive to another town | Delivered directly to your home |
| Minimum order | None | $75 (Green Coach) |
If you live in a town that banned dispensaries, delivery is your legal right. No Connecticut municipality can prohibit licensed cannabis delivery. Green Coach covers the entire state; Cannabis Connection and Green Cab focus on Fairfield County.
